"Red is the Rose" is a traditional Irish ballad of unknown origin. It's sung to the same tune as the famous Scottish song "Loch Lomond," and has a similar theme: the sadness of parting with one's lover.

Subject: RE: Red Is The Rose From: GUEST,Seamus Kennedy Date: 17 Feb 00 - AM I recorded Red Is The Rose a few years ago, and I'd heard that Tommy Makem had written it. So I called him to get the facts for attribution, royalties, etc., and he told me that he did not write it, but that he had learned it from his mother Sarah, who had been singing it for many, many years.

Robert Burns’s poem “A Red, Red Rose” is on its face a simple love poem of a speaker's declaring eternal commitment to his lover. Some readers take it as just that: a “melody / that’s sweetly play’d in tune,” a well-wrought love poem whose elegance lies in its simplicity.
